No. SOME computer MUST be turned on.

Many people rent a "layer server" to keep their Procon plugins operating. A "layer server" is simply a different computer, somewhere else, which is always running; so that you can turn your computer off.

The mobile app doesn't compile and run the plugins. You need the procon client application or a procon layer server running in order for the plugins to operate.
