The way UMM is currently coded, it only uses the number of players or the time/date to control when a map list is changed, so it would have to be modified to do what you want. It's definitely possible, but it would require some effort to get done, and since it's not really a highly demanded feature, it would be a relatively low priority for me. I'm not sure about what could it be the problem but it seem to me that hardware or connection limitation can be the issue if your running the procon console on a old PC and/or very limited internet conection (that's my case).
